What to include

A complete receipt evidence binder generally contains:

  • An indexed list of every receipt and bill
  • Source document images or PDFs for each line
  • Upload timestamps and, where used, OCR confidence notes
  • Utility bills with billing periods visible
  • Prior payment records and advances
  • An exclusion log with a reason for each set-aside item
  • PA review notes where methodology needs explanation
